About this tool
WhatsApp Business API pricing is per delivered message, at a rate set by the recipient’s country and the message category. Meta moved from per-conversation to per-message billing on July 1, 2025.
What changes on October 1, 2026: service messages (your free-form replies inside the 24-hour customer service window) and utility templates sent inside that window are no longer free. Both are charged at the market’s utility rate. Each business phone number gets the first 1,000 service messages per month free, and service messages have no volume tiers.
What stays free: the 72-hour free entry point window. When a customer messages you from a Click-to-WhatsApp ad or a Facebook Page call-to-action button and you reply within 24 hours, every message you send that customer for the next 72 hours is free, of any category. For businesses that run Click-to-WhatsApp ads, this is now the cheapest way to talk to new customers.
Marketing templates are promotions, launches and re-engagement and carry the highest rate. Utility templates are transactional: order confirmations, shipping updates, reminders. Authentication templates deliver one-time codes. Rates vary widely: a marketing message to Germany costs more than ten times one to India.

- Meta starts charging for service messages (free-form replies inside the 24-hour customer service window) and for utility templates sent inside that window. Both are billed per message at the market's utility rate. Each business phone number gets 1,000 free service messages per month. Several markets, including Kuwait and Oman, also move to their own rate lines.
- Is the 72-hour Click-to-WhatsApp window still free?
- Yes. When a customer messages you from a Click-to-WhatsApp ad or a Facebook Page call-to-action button and you reply within 24 hours, a 72-hour free entry point window opens. Every message you send that customer during those 72 hours is free, whatever its category.
- What is free on the WhatsApp Business API after October 1, 2026?
- Messages sent inside a 72-hour free entry point window (from Click-to-WhatsApp ads or Facebook Page buttons), and the first 1,000 service messages per business phone number each month. Everything else is billed per delivered message.
- Does WhatsApp charge per message or per conversation?
- Per message, since July 1, 2025. Each delivered message is billed at the rate for the recipient's country and the message category. Before July 2025 Meta charged per 24-hour conversation, which is why older guides still talk about conversations.
- How much does a WhatsApp message cost in Saudi Arabia, the UAE and Kuwait?
- From October 1, 2026: Saudi Arabia $0.0576 marketing and $0.0107 utility, authentication or service; UAE $0.0576 marketing and $0.0157 utility; Kuwait $0.0792 marketing and $0.0440 utility. All in USD per delivered message. Use the calculator above for other markets and volumes.
- How much does WhatsApp cost per message in Turkey?
- From October 1, 2026, a marketing message to Turkey costs $0.0109 and a utility, authentication or service message $0.0009 (USD per delivered message), among the lowest rates on Meta's rate card.
- Are these rates for the WhatsApp Business API specifically?
- Yes. They apply to the WhatsApp Business Platform (Cloud API), whether you use it through Meta directly or through a Business Solution Provider. The free WhatsApp Business app has no per-message charges and no API.
- Does DeelFlows add a markup on Meta's rates?
- No. DeelFlows charges a platform subscription for automation, segmentation, and the inbox. Meta's per-message fees are billed to you directly through your Meta Business account at the rates above.
How this is calculated
Estimated cost = (messages − messages inside a 72-hour free entry point window − free service allowance) × the per-message rate for the selected market and category, from Meta’s rate card effective October 1, 2026.
The free service allowance (1,000 per business phone number per month) applies to service messages only. Meta’s utility and authentication volume tiers are not modelled, so those figures are an upper bound at high volume. Countries without their own rate line are billed at their region’s rate (for example, Jordan and Bahrain at the Rest of Middle East rate).
Your platform subscription (DeelFlows or any BSP) is separate. DeelFlows adds no markup: Meta bills you directly at these rates.
